You are correct. I misremembered what I read the other day. The 
succession info is in Kingdom law, but my understanding was it covered 
all of the possibilities adequately.

Corpora II.C allows for awards and other activities to happen that have 
lasting precedence. The fact that the king was able to make a law 
proclamation at an already fully announced event was only part of the 
solution. The one-time mailing will satisfy Corpora IV.A.1 "Royal Lists 
must be conducted at a tournament announced in the kingdom newsletter as 
being for that purpose."
