Not terribly practical, though. El Paso is some 300 miles from the 
nearest Ansteorran group, which would make the (ex) Western Region 
even *more* spread out.

Besides, it's been done. The original reason for Pennsic war was over 
Pittsburgh--the loser of the war had to keep it for the next year. <G>
