Seems pretty straightforward to me you currently do/do
not pay for a membership, that payment in this kingdom
allows you to do X (officer, fight crown). They are
asking do you think that should be amended and if so
then how. They are not seeking an opinion on a current
policy but do folks have enough opinion upon which to
draft a new policy.
