It was. It's hard to notice at first, because Corpora just now says
"members" when listing off the numbers for each branch size. The relevant
bit is in the BOD Quarterly Meeting notes for 2004-07-17, under "IV Old
Business", which reads:

A Branch Status proposal
A proposed change to Corpora concerning the categories of membership that
count toward
branch numbers had been presented to the membership for comment. This change
removes
the word "subscribing" from the membership requirements for SCA branches to
form or advance
in status. The effect of the change is that all types of memberships would
apply toward
a group's status, rather than only Sustaining and International memberships.
Motion by Jason Williams to adopt the proposed change to Corpora III.C.4- 7
as presented,
to be effective 60 days after the kingdom seneschals have been notified, but
no later than
October 1, 2004. Seconded by Gary Raine. In favor: Jeff Brown, Dena Cady,
Gary Raine, Lis
Schraer, Jason Williams. Opposed: none. Motion carried.

By consensus, Chairman Moore ruled that the Board would take no action at
this time on the
proposal to change the numbers of members required for group status.


So yes, associate and family memberships count as well as sustaining ones,
towards branch size.
