I have not seen any requirement for a particular membership type with 
regard to holding an office (or voting for that matter).  My wife has a 
family membership and is an officer.  She has a blue card, and all 
privileges associated with that type of membership.  There are only two 
disadvantages to her having that category of membership: a) she does not 
count as a sustaining member for the shire in which we live, and b) if 
she goes to an event and forgets her card, she cannot use a copy of the 
Black Star to verify membership (the BS is delivered in my name).
