The Crown appoints the people they believe will do the best job as  
Territorial Baron and Baroness. They can abjure to the wishes of the populous or  
invest anyone they feel will do the best job.  The populous is urged to  advise the 
Crown but the Crown ultimately appoints whom ever they  wish.
