[Ansteorra] Steppes Moneyer's Guild presents royal gift

The Inter-Kingdom Moneyers Guild has been around since 1999 or so. While
many kingdoms (West, An Tir, Northshield, Meridies that I can think of)
have kingdom guilds, some, like Ansteorra, don't have *official* kingdom
guilds. The IKMG kind of acts as a go-between for the kingdom moneyers
guilds, and a foundation for non-guild kingdoms to build on.
