[Ansteorra] Sad Kingdom Law Change

My Lady, I must ask, whyfor art thou saddened?  I see nothing that prohibits 
you from bearing sustaining water or other invigorating delights to assuage 
the thirst of friend or give succor to a stranger in this ruling.  I only 
see a return to the halcyon days of yore when this activity wasn't overseen 
by bureaucracy.  Is my perception somehow amiss?
