[Ansteorra] ACCEPS Confirmation

With ACCEPS, if you do not click the 'return to ACCEPS' button on the
payment site, the 'paid' information is not returned to the ACCEPS system
and we have to manually check that the payment went through and complete the
registration. Until we do that weekly check, a confirmation would be
delayed. If for some reason the credit card transaction fails, a
confirmation would also not be forthcoming. There are a variety of reasons
for that to happen. A typo in the email address entered at the beginning of
the registration process will also cause a confimation not to arrive.
