Horses and barbed wire....bad juju!  Panels are best.  Especially as you can use it as a round pen when training, then add a few later and make an area.  They are portable when you travel, fairly light weight and can be moved around to serve a multitude of purposes.

 

As someone else posted, yes there are many abused and abandoned animals out there now seeking good homes.  Some are free or very low cost and already trained.  However, when you get an abused animal, sometimes you get baggage.  However, if you break through the baggage...WOW

 

Think goats.  Smaller, produce milk longer, more fat in the milk,friendly and low cost.  Still gets you the ag exemption!

 

My horses are in regular wood rail fencing.
