Looks like a lower-case "L" here: flat cap on the top; a "1" has a
slanted cap. I can't account for the choice of that letter in place of
capital "I" in some places, as capital "I" is used at least once, and
lower-case "i" is used multiple times. I conjecture that it is from
someone whose native language is not (American) English.
