Great post, Cadfan.  A couple of extra thoughts:

One legitimate question in this kind of issue is this: marked down how much, from what score to what score?  If the item is marked down from 50 to 49.5 for not using the period technique, that's legitimate.  If it's marked down from a 23 to a 22.5,that's legitimate.  But if you just say, "marked down", you are trying to lump these possibilities with marking an item down from a 50 to a 30."  

Yes, going the extra mile to use the weird-ass period technique will get you points for coolness.  That is the exact same statement as saying not using it will cost you points.

Absolutely.  But one aspect of indignation-fueled Post Office is exaggeration.  Losing a point for inaccurate technique is not the same as being mistreated.

I suspect that it really happened.  That somebody got a low score for a bunch of reasons, and seized upon the one that would make the best story, rather than giving a full and balanced account.  I'm a bard, too.  That's what we do.
