[Ansteorra] Award Recommendations

Robin metioned to Eve:
"If you know somebody who clearly deserves an award, go to the
Ansteorran website and make the recommendation."

To which Eule adds:
...and that applies to *any* award.  Just because you may not yet hold
an AoA, Grant or Patent does not mean that you are not "qualified" to
put in an award recommendation for these level of awards.  As Robin
points out, the Crown does want to know of folks' accomplishments.

Send in those award recommendations!
