Your Grace,  in an earlier post of mine I pointed to all that many kingdoms 
northward fight indoors due to the weather. For these kingdoms its the severe 
winter weather that chases them indoor, our exact opposite problem. Our summer 
is brutal and health should be a consideration. But so should we consider 
tradition. I suggested that folks consider what I seen years ago with a large 
man fighting in a tourney. He tucked ice packets inside his armor between bouts 
and chilled his helm. It worked well for him. He did all the usual things 
hydrating and staying in the shade too.
I also wondered what did our past monarchs think of this issue. Could you ask 
His Grace?

Crown Tourney has been moved so we can have Heirs to work out the arrangements 
for Gulf War. The arrangement was agreed on after a lot of effort on our Crown, 
Coronets and officers. 

The other kingdoms involved stated that they had to have someone who could speak 
for the Crown available. 

Because the situation is outside our control if we want Gulf Wars I would be 
willing to allow indoor fighting. 

I feel that we have made too many changes to accommodate Gulf Wars. I do not 
think all the changes are necessary but this is one that we just can't get 
around.
