Asking if there's extra space under a pavilion isn't rude. Moving 
into a pavilion *without* asking--which I've had happen to me on 
occasion--that's rude.

As a generalization, pavilions for groups (like Bryn Gwlad, Steppes, 
etc.) are pretty much open to all.
