I would suggest he get a copy of Blade magazine. He will find many reputable makers represented there. Or, suggest he visit a knife show. There he can speak directly with the maker and get a better idea of the quality of the the maker and the blades.

Subject: [Ansteorra] Looking for sword makers.

This is going out to people who are in, or who know sword makers.

I have a non-SCA friend who is a long time student and practitioner of
several marshal arts. He is looking to purchase a Katana. He honestly
has no real idea where to start, and is reportedly running into issues
with importing one.

One thing I would like to explain, this is not a casual shopper
looking for a mythical far eastern super-sword. He has studied the
concepts and technology behind the manufacture of the historical
katana, and would like to purchase a sword that represents as much of
that tradition and history as is possible.

He has asked me for help, but the purchase of Japanese swords are well
outside my knowledge base. So, I turn to those who might know some
answers.
If someone were looking for a Katana as described above, where would
you recommend that person start?
