[Ansteorra] Officers not replying

Officers are art-time volunteers -- they are not on call.  Yes, things slide when they are over-loaded, but there is no policy to ignore communication ever.

Fairly often, it takes two or three tries to reach someone.

If there's something urgent that needs to be handled quickly, email me privately, and I'll do what I can to get the right people helping.  But officers remain part-time volunteers.
