[Ansteorra] Questions I would like answered

I am wrong. I was told about 20 years that there were no independent shires in the Middle and all small groups were under a Barony. I thought that meant they were cantons but groups are listed as shire so I was wrong. 
I suppose shires could be under the protection and guidance of a Barony and not be a canton.
