I fear you were misinformed about the Middle.  About 20 years ago I
got active in the Middle in a shire.  It had a group persona,
actually, of being a city, proud of neither being a barony nor under
one.  Northwoods, nearby, was an old barony but had no influence.
There were and are a number of shires.
