I believe that that varied a lot.  The Jews were expelled from England
under that stupid swordjock Richard the Lion-Hearted, and dim memory
suggests that they didn't come back in a big way until Cromwell.  I
think the major lenders to the Crown were the Templars and then
Italians, and I dimly recall that there were major shockwaves when
Edward III defaulted to the Genoese.
