Seems to me I have seen several references to Queen Elizabeth playing cards... 
 
I expect Royalty probably did gamble.
 
The Jews were the main moneylenders for much of our time. They often loaned money to kings, and were sometimes repaid with pograms and expulsions (not just a 20th century phenomenon)

Did period Royalty gamble? Examples?
If they lost, did they pay up? It seems like getting the king to pay up, if he lost might be rather difficult to enforce.
I seem to remember that if you loaned money to the king, you might not get repaid, at least in money.
