Actually, I made a pretty good-sized star for my banners with a protractor.

Just trace the circumference of the protractor to make a circle, then mark
points every 72 degrees. Connect those points to make a pentagon, and
continue those lines until they form a star.

Then bisect the sides of the pentagon, connect the bisecting points to make
a SMALLER pentagon, and continue THOSE lines until they make the lesser
points.

Voila! You have a geometrical mullet of five greater and five lesser points.
And that one would be large enough that you don't have to enlarge it on a
projector or anything.
