Never at a point that those partner were ever considered equals or co-rulers officially.  Sure there are example like possibly Richard I, but none of their partners were co-rulers, no more so than all wives and concubines in polygamist royal relationships were all queen.
 
Of course at this point, there is more evidence for single/consortless royalty, which I personally think should be allowed if we are going to open this can of worms.

Yes. There are several documents available in that Facebook group listing several examples. I recently documented forty-plus cases of same-sex rulers, without even trying. Let me know if you'd like a copy. :)
