So does this mean the crest must have at least one clear difference from other 
crests registered in Anstoerra or across the Known World?

Considering some of the crests I saw this past weekend, I assume you don't have 
to register a crest in order to use it?

Crests and supporters in heraldic achievements are only conflict checked WITHIN 
Ansteorra.  There are no Society rules or registrations of achievement elements 
(besides the device).

You do not have to register crests in order to use them.  Nor do you have to 
register a device to use it.  It may be considered good ettiquette to do so 
however, and likewise good to look at what is registered before you go 
displaying something that is commonly attributed to someone already.

There is also no charge/fee to register heraldic achievements! :)
