Caley,

There is no cap on the number of events that any group may host, only a minimum. 

These minimums include hosting any Kingdom event such as Crown or Queen's Champion.
This allows any Shire, Canton, or Stronghold to host a Kingdom Calendar Event on it's choice of the 35 non PED weekends. 
It is true that no group small 
or large will be able to host an event opposite the PED's, but with the 
current number of events being hosted annually there should be very 
little competition on ANY weekend. This includes your event weekend.

To be clear, with the new calendar guidelines if you circle on your calendar all of the events you would like to go to next year, you will still be able to attend each and every one of them. 
Additionally, because of lack of competition on any given weekend you may also be able to attend an event that you may not have been able to because it was on the same weekend as one of the ones you circled.
As with any change, there will be a period of adjustment. Please reserve final judgment until We have released the actual Law text.
