[Ansteorra] SCA, Kingdom and Local Officer accountability

They were included in the second set of charges and convictions. The SCA FAQ is factually incorrect in several places, as well. They fail to get the correct number of victims, the correct timing, etc. I think the SCA is continuing to handle this badly, and I'll be glad when it's over.
