[Ansteorra] Gulf Wars Volunteers - Please Read

greetings

it was my understanding that gulfwars will also be required to send in 18 % 
of their profits.
so will the pay out to all concerned ( sca inc., kingdoms, groups, 
volunteers )  still be as high as normal ??
and will taking 18 % from all groups as well as all kingdoms endanger any of 
the groups financially ?
especially since the kingdom budget shown in the blackstar shows that over 
half of the proposed budgeted income for 2012 is supposed to come from gulf 
wars?
and even then ,after all expenses the kingdoms still in the hole by 
$5,300.00 for the year ( not counting the $1000.00 + loss from the c.o.h. )
the report doesn't say how much the kingdom has in reserve, hopefully a lot 
if were following the governments lead of spending almost twice our budgeted 
income .
but , will the smaller groups and even the kingdom be at risk of having to 
shut down because of falling below sca. inc. financial rules for their group 
size ?

also , from the looks of the kingdom budget, it appears that the kingdom 
already gets a large amount of money from gulf wars, with the groups getting 
a much smaller amount.
and with all groups needing to pay the 18% as well, wont the  groups need 
the help to pay their own portions ?
