Note, however, that the areas where kingdoms can be more strict are
defined in Corpora:
- where governing policies are silent
- in branches, offices, awards
- presumably anywhere else in Corpora where it expressly allows power
   over something to the king and queen, or subordinate officers, or
   something.

I have a plain ASCII reader.  Any emphasis in the form of bolding,
italics, or some such, I cannot see.  Also, I suspect that people
reading the digest form would not see it.  I suggest emphasis like
*this*, _this_, or some such.
