[Ansteorra] Curiosoity...Why did Shadowlands get proclaimed as 'Capitol of Ansteorra'

For what it is worth, these charters have not, and will not, make it into the working charter files of the Sable Scroll. I have the original master in my possession, copies are made only as needed...

Per my understanding, when then-King Ulsted was asked if the Shire of Shadowlands could declare themselves 'Capital of Ansteorra', he agreed; thereby making the descriptive an 'edict', as it was not something that was written into kingdom law.  I had heard that King Owen also agreed to the term of use, when asked to use it by Shadowlanders, again, making it an 'edict' during his reign.   What is it they say about something being done once, then twice... then it makes it a tradition. 
 
Some Sable Comet awards given for service to Shadowlands, had the term 'Capital of Ansteorra' hand added to the written in text, following 'Shire of Shadowlands'.    At some point, I believe Shadowlands created a new unique Sable Comet charter with the term 'Capital of Ansteorra' permanently in the text, which may be what you, Kajira, have seen.    If these customized Sable Comets have made their way into the working charter files of the Sable Scroll, they should be used only for Shadowland awards, obviously; or perhaps returned to Shadowlands to use when they have Sable Comets recommended.   
 
While Ansteorra has an approved 'Official Awards Texts' document, found online at:  http://heraldry.ansteorra.org/docs/award_text.pdf  , it has been the College of Heralds and Scribes policy to allow for special hand created charter scrolls for each of the kingdom awards, such as an AOA, that perhaps a scribe may wish to customize for a special friend, example in a spanish style, with spanish text.   However, the text must include the required elements (who, what, when, where) of the award, as like the required texts; AND the text must be pre-approved by the Star Principal Herald of Ansteorra, before the altered text may be used to make sure it meets the requirements.  Wouldn't want to have to redo a hand-custom scroll just because the text is bad.   The customized charter scroll guidelines used to be found in the award text document, but I was unable to locate it in the current online copy, perhaps it's somewhere else now.
