[Ansteorra] Regarding Fund Raising

Per Adam's differentiation of "e-mail" and "e-mail list," officer reports
do not go to the list. An e-mail list is merely a convenient and easy way
to send a single e-mail to a whole lot of people who have a common interest.

I'd like to see where it's documented that the e-mail -list- is considered
official communication. If that is truly the case, then an event posted to
the e-mail list would be official communication the same as the Black Star
announcement, would it not? And I don't believe that is currently the case.
