Regarding the towers... the foundations are permanent and were paid
with private funds. The towers themselves were designed/engineered to
be able to be taken apart, moved, and rebuilt, not unlike a shed. That
part was paid with SCA funds. Subsequent repairs and upkeep may have
changed the 'portable' nature of the towers requiring  a review of
whether SCA fund use is still appropriate.
