Typically rapier bucklers are made of 1/4" plywood, sometimes metal
or leather. Edging can be anything that will keep it from splintering
and isn't sharp. Duct tape, leather and split plastic tubing is
common for wooden bucklers, metal or leather ones usually don't have
edging, although the edges of metal bucklers may be folded over or
rolled to avoid a sharp edge.
There's no minimum size, and as best I can tell, no maximum size in
the current Ansteorran rules. For single combat, a circular buckler
of 10-15 inches diameter is pretty common. For a larger "war
shield"-type bucklers, I think the rules for Gulf War specify a
maximum of 453 square inches--basically a 20 inch square or a 24 inch round.
