[Ansteorra] Rapier Marshals for Bryn Gwlad and Stargate

[Southern Rapier Marshal]

Greetings to the Stellar Kingdom of Ansteorra,

I write today to inform you all that Lady Marie de Girau has been named
Bryn Gwlad's new Rapier Marshal.  Lady Marie was my acting replacement
until August 12, and now assumes the office in full.  Also,  Lord Collwyn
O'Snowdon, from the Barony of Stargate, has graciously agreed to have his
warrant extended.
