Elizabeth, Charles, and William have no choice in the matter. The Act
of Settlement 1700 (12 and 13 Will 3) says

the Crown and Regall Government of the said Kingdoms ... shall be
remain and continue to the said most Excellent Princess Sophia and
the Heirs of Her Body being Protestants

Not "shall be offered". "Shall be", end of story. It's statute, so
the monarch can't alter it.

So the sovereign of the UK cannot abdicate. "But Edward VIII
abdicated!" No, he didn't. He indicated a wish to leave the throne,
but it didn't happen until a law amending the Act of Settlement was
passed the next day. He didn't jump, he was pushed.

The Statute of Westminster 1931 required that any law changing the
succession has to be assented to as well by the self-governing
dominions. The Edward VIII deposition required acts of Parliament or
government assent by 5 other countries.

The recent http://en.wikipedia.org/wiki/Perth_Agreement to amend the
Act of Settlement (to make the succession pure primogeniture
regardless of sex, legalize marriages contrary to the Royal Marriages
Act, remove the bar on marriage to a Catholic), requires the law to be
passed in 14 Commonwealth realms. It has been a process that has
taken a conference in Perth and a working committee, and has taken
more than a year.

OK, Charles *could* remove himself from the succession. He could
convert to Catholicism. It would almost certainly require him to
perjure himself by professing faith in Catholicism, perjury by the
priest who received him by believing him -- and regardless, after the
scandal of Edward VIII's abandonment of his duty to serve as the king,
would blast any remaining reputation he has.
