The Authorization Submission Form and Temporary Authorization Form
under http://marshal.ansteorra.org/ do have a Non-Combat line, but
beside it are two check boxes for Target Archery Marshal and Thrown
Weapons Marshal only.  I don't know what that implies: if both are
blank, is it just a plain Non-Combat authorization?
