Thank you for this explanation. Hopefully the exchange places are not selling "20 pounds" of propane, but a "full tank" of propane, which may vary depending upon environmental conditions. Still, 25% less seems a lot less that "full", especially if most places that refill your tank are coming close to 20 pounds.

And I, at least, do expect to pay more for an exchange system rather than a simple refill of my own tank, because of the extra costs involved. 

Thank you everyone else for your comments and suggestions. I guess I need to collate some of this into a new Florilegium file for the SCA-CAMPING section. :-)
