[Ansteorra] Gulf Wars Registration

Not sure how many in the south will be falling that way; I have heard a lot
of the areas in S. Texas are not coincident. (Doesn't mean a lot coming
from me: my youngest has not been in school for over a year - I do not know
the schedule anymore)
