[Ansteorra] Gulf Wars Request

The other issue with water is that, without fail, someone always runs over
a water spigot and we spend an evening without water while repairs are
made.  Three thing I can think if to mitigate this are:
1. Make a big push at gate to remind everyone not to run over the spigots.
2.  Put a t-post or similar at least 5' tall with reflective tape at each
spigot.
3.  Have repair materials on site, ready to go.  This is cheap.  At least a
few people should know where to shut off the water for various sections,
how to do repairs, and where the repair materials are stowed.
