[Ansteorra] Rapier Spear Rules

Greetings Ansteorra,
The rapier spear rules for our Kingdom were announced at Kings Round Table
this weekend. We're working to get them added to the Participants Handbook.
In the mean time the rules and authorization requirements can be found

For those interested in authorizations, I hope to start authorizing
QUALIFIED participants this weekend at the central regional practice. I
will also be available at Winter kingdom and Candlemas. If you are
interested in authorizing please contact me privately.

For those attending Gulf Wars. Rapier spear will be allowed in a single
field battle at Gulf Wars this year.
