[Ansteorra] Waiver Deadlines

Greetings Ansteorra,

As was announced at Round Table, waivers must be turned in to the Waiver
Secretary within 10 *business* days of the close of the event.  That would
also include fighter practices.

This means that we can no longer collect the waivers for fighter practice
for an entire month and send it all in at the end of the month.  All
waivers must be turned in within 10 business days of that activity.
Failure to to do so will result in loss of privileges for the local group
responsible.

The preferred method for sending in waivers to the Waiver Secretary is by
emailing the pdf scan of the signed waiver.  Do not send the original
physical waivers.
