[Ansteorra] Authorizations Database update & schedule maintenance

They will be added within a few weeks

 of the update. Part of the update is specifically so that we can add equestrian authorizations to the DB.

    The Authorizations database will be down tonight from 7:00pm to midnight for a major upgrade of the authorizations database.
    
    If you have pending authorizations that have not been responded too by 7:00pm please plan to re-submit them after the new site is online.
