[Ansteorra] Changes to the College of Heralds

>From the Ansteorran College of Heralds Administration Handbook:

  VII. EDUCATION ARM OF THE COLLEGE

 A.Tressure Herald
        1. Duties — Tressure Herald is responsible for the following duties
in addition to those specified for all officers:

                    a. Supervisory Duties — Tressure is primarily
responsible for the oversight and function of the Education arm of the
College. They shall ensure that they and their officers have necessary
resources to discharge their duties.

                     b. Ansteorran Heraldic & Scribal Symposium - Tressure
is responsible for coordinating event bids for the annual AHSS. Tressure is
also responsible for coordinating the class schedule. Delegation is
acceptable, but this ultimately remains the responsibility of Tressure.
Event bids are still required to go through the kingdom approval process,
once signed off by Tressure.
