Probably not, because there are a bunch of "crown" lands in between.

Yes. That is a 'Group' Marshal in my definition.

Here is the Hierarchy generally works:

                     Kingdom
                        |
                    Regional
                     |    |
                  Group  At-Large

A group (shire, canton, barony, etc) marshal is responsible for their local
group. They can, if they have the right cridentials, sit in for other
groups as well. For example, an Elfsea Marshal can sit in at a Steppes
event if needed. However, the Elfsea Marshal *must* then file the report.
