Keep in mind that Iaen said "at this time"  and what he really said is that
it is up to the reporting marshal.

If reporting is taking place from a standard IKAC shoot then it is possible
only PAID members will have their scores reported. IKAC asks for
verification of membership my the marshallate and it is unfair to ask the
marshals to keep one scoresheet with the IKAC scores of verified members
and another with separate scores for the unpaid members.

We will accept scores and maintain averages for people who are not currently
paid members.  In short we will record and post  all of the scores that the
marshals in charge send to us.

However, when it comes to any ranking or achievement system we will might
only count and bestow honors to paid members.
