I also prefer conventions to rules - in general.  However, that's actually
what has been proposed.  "Strongly encouraged" is a recommendation, not a
rule, even if placed within a rule.  And we are trying to solve a problem
that several people have pointed out as possibly endemic.  

Just saying 'do good' is fairly useless.  Saying - please make an attempt to
be newcomer friendly is much more useful.  Providing specific language and
details for greeters or the signs is better still.  I'd say the 'rule'
change falls in the middle there.

So, I'm actually in favor of the language change in the rule - plainly
stating the convention.  Anyone want to change their response?
