ARCH - Greeter Propossal

Good point.  However, I think  we may have already  legislated friendliness
in the form of hospitalers.  There is a Kingdom officer and they  are among
those  semi required offices at the local level.  I think basically all we'd
be doing here is having a  hospitaler or a sign or asisstances.
