You are correct. In most cases, SCA funds, even if raised by auction
specifically for the archers, cannot go to help any individual. The
only exception is for the purchasing of prizes for competitions.
There is a way to do this though. Keep it completely private. Hold
an auction that does not involve a treasurer at all. As long as a
warranted treasurer never touches the money and it never passes
through an SCA account, then you should be in the clear. But you
have to be very clear up-front about that, that the money is intended
for private use.

On the other hand, you may find that auctions to raise money for
archers may not raise all that much money.
First, there is auction fatigue at work now. There have been so many
auctions lately that people are starting to wear out from them, or
have stretched their disposable income to the limit.
Secondly, there is a huge psychological difference between raising
money for someone who had a fire and raising money so that archers
can play. The heavy fighters may see that and ask why no one raised
money for them when the rules changed to require shield hand
protection.
I think there may be better ways to help archers who are having
trouble with money for the retrofit. For example, you could run a
lunchtime tavern at a number of events and invite needy archers to
come work it. Then the money could be divided between those who
helped worked, prorated by the number of hours they helped out. You
might even get a few new archers to switch to CA if they had some way
to help offset the costs.
