Yes. All qualifying scores must take place at an event 
that had been announced in advance in a SCA newsletter.  
You will find that clearly stated on the Royal Round web 
pages.  Basically it has to be listed as a local calendar 
event for some group.  Regularly scheduled archery 
practices count, spontaneous get togethers do not becuase 
there is no time to announce them in a newsletter.

Notice that the Winter Shoot has no such pre-
announcement.  The rules for the Winter Shoot say:

"may take place at any event, practice, or get-together 
where a warranted SCA archery marshal (or your Kingdom's 
equivalent) is present to score it."

Therefore the Winter Shoot may be spontaneous get 
together as long as there is a warranted marshal present.

Now that we have the classification of "Target Archery 
Supervising Marshal" we must make sure that there is a 
warranted/authorized marshal present for archery to take 
place at any SCA event.  Therefore we will are now 
checking to see that the marshal in charge who submits 
the RR scores is listed on the warrant roster.  It is up 
to the marshal in charge to see that all the rules were 
followed and that the practice was announced in advance 
as required as there is no way the kingdom scorekeeper 
can police that.
