[Ansteorra-archery] Arrow approval

I don't think an authorization for building arrows is a viable option. I
think it is up to the inspecting marshals to make sure that no ill
constructed arrows goes on the field. This is already the responsibility of
the marshallete. After the situations at this last Gulf War, no Ansteorran
arrow should go on the field unless it has been inspected, that includes
anyone who brings mass quantities. If this is not done then it is a break
down in the inspection process. NO shortcuts should be taken.

Information on the construction of combat arrows is readily available and
anyone interested in this activity should do their homework. This being said
I will repeat it is up to the Combat Archery Marshals to make sure that no
unsafe combat archery  materials (bows or arrows) make it on to the field.

	But what do you all think.  The only thing we do that if done wrong

	KILL someone is archery.  Building combat arrows is real near the
top of a
	short but potentially deadly list of SCA activities.  After seeing
some of
	the arrows I've seen, I think we must do this now with the addition
of these
	APDs.  If properly constructed, the APDs will work just fine.  If
not, it

	I believe there are a few emtpy lines on our autorization card.  So

	shouldn't be a problem.  And I'll bet if we ask Mistress Stella
really nice,
	she'll add that to her marshalls list.  There's another point.
Because of
	the possible severity of incorrect action, I think those folks that
are
	authorized to make combat arrows be treated just like marshal, to
include
	membership requirement.  For most that's not a problem because
they're
	marshals already.
