I don't know that there are any specific performance criteria.

Robin obviously has a criteria that it must be lightweight since his
complaint is that fiberglass is too heavy.

As far and I am concerned it needs to be reasonably safe and beyond that
each material would be assessed individually.  Beyond that we need to use
common sense.
